WE beg leave to acknowledge the receipt of and to thank you for your letter of the 1st instant, transmitting by direction of Sir E. Grey a translation of a note from the Chinese Government respecting the necessity of sanction by the throne before any foreign loan is made by provincial authorities. For this information we are greatly obliged.

In reply to Sir E. Grey's inquiry with which you conclude your letter, we beg leave to state that we have no information as to the advances said to have been made to Mongol Princes or the Chinese authorities in Mongolia without authority from the Chinese Government,
